Worlds Finest Heroes, July 1979, issue 257. This is definitely the most baffling vintage comic i have found while searching through the Borger Collection of comics. The villain is Maudy, the “shopping bag lady”. She gets a hold of a genetically engineered lizard named “Fred” who makes her wishes come true. Oh, and Batman dresses up as George Washington.
